Why COP30 Matters

The UN’s annual climate summit has delivered landmark agreements, including the Paris Accord at COP21. COP30 is the halfway point to 2030, by when nations pledged to cut global emissions by 43% from their 2019 levels. It's also the deadline for updated Nationally Determined Contributions (NDCs) for 2035, following the sobering Global Stocktake in 2023 showing the world is off track.

Framed as the “Implementation COP”, this year’s meeting is meant to accelerate delivery—but political fragmentation is deepening.

Fragmentation and Market Impact

The formal NDC deadline passed in February 2025, with 95% of governments missing it.1 Since then:

  • China has updated its NDC, expanded its clean-tech dominance, and broadened its carbon pricing.
  • The EU has updated its climate target (just one week before COP30), agreeing a compromise that means a smaller cut in overall emissions and a one-year delay to its new carbon pricing system.
  • The US has stepped back from coordinated climate diplomacy.
